Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. AACIDs maintains a Title VI Program to support nondiscriminatory practices, meaningful public participation, and access to programs and services for individuals with limited English proficiency.

Our Title VI Commitment
AACIDs is committed to providing access to its transportation-related programs, services, planning efforts, and public engagement activities without regard to race, color, or national origin.
AACIDs’ Title VI Program is designed to:
• Ensure the level and quality of transportation-related services are provided without regard to race, color, or national origin.
• Promote full and fair participation by affected communities in transportation decision-making.
• Provide meaningful access to programs and activities for individuals with limited English proficiency.
• Monitor, document, and respond to Title VI-related concerns or complaints.
Notice to the Public
AACIDs informs the public of its rights under Title VI by making Title VI information available on this website, displaying notices in public-facing locations, and including Title VI information in relevant publications and outreach materials.
No person shall, on the grounds of race, color, or national origin, be excluded from participation in, denied the benefits of, or otherwise subjected to discrimination under any AACIDs program or activity.
Filing a Title VI Complaint
Any person who believes they have been discriminated against on the basis of race, color, or national origin by AACIDs may file a Title VI complaint.
A complaint should be submitted in writing and include:
• The complainant’s name, address, and contact information.
• A detailed description of the alleged discrimination.
• The date and location of the alleged incident.
• Any relevant supporting information or documentation.
Complaints should be submitted to the AACIDs Title VI Coordinator within 180 days of the alleged incident.
Complaint Review and Investigation Process
After AACIDs receives a Title VI complaint, the Title VI Coordinator will acknowledge receipt of the complaint and begin the review process.
The Title VI Coordinator will:
1. Review the complaint to determine whether it falls under Title VI.
2. Conduct an investigation, which may include interviews and review of relevant documents.
3. Maintain records of the complaint, investigation, findings, and any related compliance activity.
4. Issue a written decision within 60 days of receiving the complaint, including findings and any corrective actions, if applicable.
AACIDs maintains Title VI complaint and investigation records and makes those records available to the Federal Transit Administration upon request.
Public Participation
AACIDs works to support inclusive and meaningful public involvement in planning and decision-making processes.
AACIDs’ public participation approach is intended to:
• Identify and involve traditionally underserved populations.
• Use multiple outreach methods to reach a diverse audience.
• Provide information in languages other than English when needed.
• Support meaningful access for individuals with limited English proficiency.
Limited English Proficiency
AACIDs is committed to providing meaningful access to individuals with limited English proficiency.
AACIDs uses a Four-Factor Analysis to determine the need for language assistance services, including:
• The number or proportion of limited English proficiency individuals likely to be served or encountered.
• The frequency with which limited English proficiency individuals may come into contact with AACIDs programs.
• The nature and importance of AACIDs programs, services, and activities.
• The resources available and costs associated with providing language assistance services.
Based on this analysis, AACIDs may provide language assistance services such as translation of vital documents, interpreters at public meetings, and staff training related to language access.
Title VI Program Updates
AACIDs reviews and updates its Title VI Program every three years to maintain compliance with federal requirements and respond to changes in the community, programs, services, and activities.
